A crisis is unfolding in Ceuta, a Spanish enclave in North Africa: tens of thousands of people crossed the Moroccan border in late July, most of them swimming around the seawalls, with some even carrying their bicycles over their heads. About half have already turned back due to a lack of food and water. Spain is deploying the military in response to this influx, while several dozen deaths have already been confirmed.
