Japanese police: restraint bag for an arrest that intrigues

In Shin-Okubo, a district of Tokyo, a man is restrained by police in a restraint bag. The images are circulating on social media and surprising quite a few people. Usually, this type of device is used to restrain violent individuals, but in this case, the man does not appear to be struggling much. This leads one to wonder what he did to deserve this treatment.
